Let us agree on a few things at the start.
The use of drugs by some people is a "natural" desire that they came into this Iron Age of Man to fulfill. So, for them what I propose would be a paradise. I believe the only people who would object to my plan would be liberals because this plane removes those involved in worrying about drugs from fixating on their list of people they must "help".
Another point of importance is the general agreement that Man has more than one life to live, and that Reincarnation is both automatic and routine, and finally, the Law of Karma is an Absolute Law impacting every human being on Earth.
The policy I propose is perhaps a difficult concept for many to accept. But it's a simple plan really. Those who use drugs, for whatever reason, can continue to do so.... but they must do so in a perfectly legal environment. I propose we establish Free Drug Resort facilities, or FDR facilities. These will be State run operations that will provide short and long term drug use facilities that are perfectly legal. But.... these facilities are the ONLY place drug use is legal, and penalties for using drugs other than in these facilities will be swift, harsh, and extensive. And legislation to support this will be required.
Anyone caught in possession of "illegal' drugs will be immediately arrested, tried within 3 days, and his or her DNA taken and placed in a national data bank, and the first offense will bring ten years imprisonment employed at [$4.50 an hour] in the rebuilding of the infrastructure of the nation. The second offense will bring a 20 year sentence assigned to urban sanitation facilities. And earning $4.50 per hour for good work, and a reduced fee for lesser work. And for those refusing to work, the twenty years will be spent in a penal station in the desert digging pits and filling them in again under direction. A third offense will bring an automatic death penalty within 24 hours of verification of the person's DNA. The method of death is a choice between lethal injection, or drug overdose [by videotaped self-injection].
This plan will greatly reduce the numbers of secret police who break into the homes of suspected drug offenders [ often traumatizing innocent families for life]. The drug problem will be all but eliminated as farmers are paid modest amounts for crops that will be converted into various drugs by companies bidding on the contract to collect the harvest, manufacture the drugs, and distribute these free in the Free Drug Resort facilities, or FDRs.
People working in the FDRs will of course be screened daily, and be of the highest character and trained extensively. The "secret" to the success of this plan will of course be the very stiff penalties for possession of drugs outside of these FDRs, and the very quick implementation of these laws from arrest to imprisonment, or death.
Even youth are included in this policy, in that anyone over the age of 13 can, with parent's permission, sign into a FDR, and he or she can leave by going through a half-way house program insuring his/her system is free of drugs. No one can leave the FDR until he/she has passed the drug free testing program. So, many entering the program will not leave until they die within the FDR. Remembering that all of this program is by choice... obviously enhanced by the harshness of the alternative... it does meet the "needs" of the minority who desire drugs while protecting the majority who do not "need" drugs and should not be forced to live in environments that are not safe.
The facilities can be fairly quickly built by simply walling up old buildings, bringing them up to usable condition and installing visually acceptable security precautions. The facilities are to be used by individuals who are in various stages of intoxication, after all.
Parents will of course be encouraged to teach their children to avoid drugs in any form, and to be aware of the dire consequences of using drugs. Of course my plan is designed for a public who is serious about eliminating the drug problem in America, and secure enough within themselves to realize that some things just cannot be helped nor changed. People whose Fate Karma demands they engage in drugs "will" and even "need" to do so. Let us help them meet their needs while being honest with what's wrong with this "need". Perfectly OK for someone to have the need for drugs, not at all OK to impose the results of this need upon society as a whole.
